HOW BILL BECOME A LAW

Procedure on how bill  become a law

1. FIRST READING:- This is the first stage of the bill. The bill is introduce, presented and read out by the house clerk.at this point the bill is printed into copies and shared to the members to study.
2. Second reading:- after the bill have been presented,the member or minister that introduce the the bill then move that the bill should be reread again in the second time.aat this stage the principle of the bill is debated and thevote is taken if the bill should be sent to the committee. If the majority support this it, the bill will move to the next stage.
3. STAGE THREE:- This is the stage where the the committee discuss more check for details of to make amendment then report it back to the house.
4. REPORT STAGE:- This is the committee reporting back to the house, stating the suggestion of the committee to improve the bill. And to further see if any member may move for amendment. 
5. THIRD READING:- This is the verbal amendment,at this stage the bill is passed or rejected.a thorough examination is done in a view in other to improve it before it becomes a law.
6.THE UPPER HOUSE:- If the bill is passed it is sent to the upper house where it passes through similar stage which it has gone through at the lower house. Any further amendment suggested by the upper house will require both houses to gently set up a committee to iron things out.
7. ASSENT:- the bill is then presented for presidential approval, after which the bill become a law.

WHAT IS BILL?
A bill is not a law yet until is sign as law by the executive arm of government. A BILL is also set to be a proposed cause of action, or a proposal.

                          Types of bill
1. Public bill; this bill has to do with the issue confronting the country (public).it is usually proposed by the executive arms of government.
2. Private member bill; this is a bill that is  introduce by a legislature or a law maker.
3. Money bill; this is a bill that that deals with how government involves itself in racism and spending of money. ( Revenue, expenditure and budget).

what is unitary government, feature, advantage and disadvantage

What is Unitary system of government?

This is a system of whereby power and authorities of governing a state is concentrated on the hand of a single central government.
In this kind of system, power are not shared with any other component units.

Countries that adopted Unitarianism system of government are;
(a) Britain.
(b) Italy.
(c) France.

Features of a unitary state.
1. Unitary system of government is best practice In a state where there are not difference in religion, language, political beliefs.
2. Power & function can be delegated to other component unit by the central government.
3. The system is best practice in a small country.
4. The constitution in unitary system of government is flexible.
5. The central government is the only source through which power flows to other areas.
6. There is no division of power.
7. All power and authorities of the state are concentrate on the hand of the central government.

Reason for the adoption of unitary system.
1. Small country: It is easy and best adopted in a small country.
2. homogeneous factor: It is best practices in a state where there are no difference in language, religion, political beliefs etc.
3. Management function: the central government can adequately manage function and at the same time monitor effectively function delegated to other component units.
4. Absence of tribal grouping: it is adopted because no tribe will ever think of dominating others. 
5. For coherent and efficient administration: The government can prevent waste and duplication both in human and material resources.
6. Lack of marked economic inequalities: In a unitary system there is lack of marked economic inequalities among different sections of the country.

Advantage of unitary state.
1. It's promote strong government: a unitary state is stronger than a federal state, because all power of government are concentrated in the hand of one central authority.
2. It has few personnel in government: in a unitary system of government, official are not many. Because function and power of government are not duplicate.
3. Quick action: quick action are taken in the areas of decision making and execution.
4. It has flexible constitution: the method of amending the constitution is easy because the constitution is flexible.
5. Absence of tribalism and sectionalism can bring unity in a country.

Disadvantage of unitary state.
1. The attention given to people in local area may be poor.
2. Unemployment: Unemployment rate could be high in unitary state as a result of low duplication of functions.
3. Small and homogeneous state: A unitary government only work in a small & homogeneous country.
4. Development: Development of the state could be slow & unprogressive.
5. Dictatorship: It encourages dictatorship because power are concentrated in the hand of single body.

What is legitimacy?

Legitimacy can be defined as a government that come to power in accordance with constitution and accepted norm of the society.

Factors that determine legitimacy.

1. Good leadership :- a leader that fulfill the promise he/she made.
2. Good government :- if the government are truthful the people will continue to have confidence in them.
3. Legitimacy through periodic election :- free and fair election is the product of legitimacy.
4. Custom tradition :- respect for the tradition and custom can determine legitimacy.
5. The observance of rule of law and constitution as the fundamental principle of governance ensure legitimacy.
6. Charisma of the leader, this is based on honesty and truthfulness of the leaders.

what is sovereignty

What is sovereignty?

Sovereignty can be defined as the freedom and power to govern the territory of a state without external control. The idea of sovereignty was originated from Jean bodin 1530-1590, a French political thinker and philosopher.

Features of sovereignty

1. Permanence:- sovereignty continue without interruption, it is a permanent body of the state which doesn't stop.
2. A sovereign state is free from external control.
3. Sovereignty is supreme and with coercive power of the state over the people living within in territory/state.
4. It power can not be restricted,it has legal power and it receive order from none.

Types of sovereignty.
1. Legal sovereignty:- The body who make and enforce law in a state is the legal sovereignty. 
2. Internal sovereignty:- the supreme power of a state to make and enforce law within its territory.
3. External sovereignty:- the power of the state to exist, without interference or external control.
4. defacto sovereignty:- It refers to a group of people using force to make citizen obey their will, after overthrowing the legitimate sovereignty of a state. Eg. The Military in government.
5. Political sovereignty:- this is the body which his supreme in the state, the will is ultimately obey by the citizen of the state. 

Location of sovereignty in a state.
1. Location in Federal state:- the constitution of a federal school is supreme and it recognize different authorities and with different power and function to exercise. 
2. Location in Unitary state:- sovereignty reside with the central government.
3. In a monarch:- because they are custodian of custom and tradition in their society. 
4. The electorate:- sovereignty reside with the electorate because they decide who rule them.
5. Location in Military regime:- sovereignty reside in the central decision making body of every military regime.

Limitations to sovereignty.
1. The constitution :- The constitution of some state is supreme,the constitution define how power is exercise by the various levels of government.
2. Public opinion
3. Resources
4. The electorate :- absence of human and material resources can put on hold the exercise of the state authority.
5. The military :- the military can limit the sovereignty of a state through force. They suspend the constitution of the state after talking over.
